Who do I pay council tax to in Horndean?

You pay East Hampshire District Council (EHDC), which collects the whole bill. That bill also covers Hampshire County Council, the Police and Crime Commissioner for Hampshire, Hampshire Fire and Rescue Authority and your parish council. EHDC says the majority of your council tax goes to Hampshire County Council. Horndean, Clanfield and Rowlands Castle each have their own parish council, so the parish part of the bill differs by village.

How much is council tax in Horndean, Clanfield and Rowlands Castle for 2026/27?

EHDC set the 2026/27 charges at a council meeting on 26 February 2026 and publishes them in its council tax per valuation band sheet. For Horndean the annual charge is £1,555.33 for Band A, £1,814.56 for Band B, £2,073.78 for Band C, £2,333.01 for Band D, £2,851.46 for Band E, £3,369.90 for Band F, £3,888.34 for Band G and £4,666.02 for Band H.

For Clanfield the Band D charge is £2,336.91, and for Rowlands Castle it is £2,337.07. The full figures for all three villages are in the table below. The sheet also lists an "AR" column, which applies if you qualify for Disabled Persons Relief and live in a Band A property: £1,296.12 in Horndean, £1,298.29 in Clanfield and £1,298.38 in Rowlands Castle.

How do I pay council tax?

EHDC's page on paying says direct debit is the easiest way. You can choose the 1st, 7th, 15th, 24th or 28th of each month, and instalments are normally spread over 10 months from April to January. You can opt for 12 months, from April to March, instead, though the number of months available depends on when in the tax year you ask.

You can also pay online with a debit card (no other card type is accepted), or by telephone on 0300 303 0590, which is a dial-and-pay line open 24 hours a day, seven days a week, debit card only. You will need your council tax account number, which begins with 710 and is on your bill. Internet banking, including standing orders, is also available, and the same account number must be quoted or your payment could be delayed.

What discounts and exemptions are there?

According to the EHDC discounts page, your bill assumes two adults. If you are the only person aged 18 or over living there, you may get a single person discount of 25%. Other reductions include a 50% discount on an annexe used by family, a reduction for a disabled resident where the home has certain features (treated as the next lower band), reductions for care workers and carers who meet the conditions, and discounts for students and apprentices. Households where every adult is a full-time student do not have to pay.

Is there help if I cannot afford my bill?

EHDC runs a council tax support scheme. The amount depends on income and personal circumstances, and you apply through an online form. The council advises applying straight away if you think you are eligible, because it is not always possible to backdate payments. You must tell the council within 21 days of a change in circumstances. Questions can go to benefits@easthants.gov.uk. If you cannot pay, EHDC asks you to tell it as soon as possible.
